Chairman's Note

Dear Colleagues and Friends,

As promised in the previous newsletter, the activities of our Society are growing and establishing themselves more and more, ensuring constant discussion in our sector.

On November 5th, the launch event of SCL Serbia took place in Belgrade. Although newly established, this association already counts over 90 members among lawyers, engineers, and architects.

The celebration event for the formation of SCL Serbia confirmed the already significant standing of this young Society in the construction context: representatives of the most prestigious national societies, together with construction companies and consultants, populated an event that certainly stands out as one of the most successful.

For the near future, we plan instead to be able to take advantage of a significant event organised by SCL Spain, which will be held next November 28th from 9:30 AM to 11:30 AM at Edificio Torre PwC, Paseo de la Castellana 259 B, Madrid on the topic of “Data Centers in the center of the Debate.”

Furthermore, on December 9, 2025, at 1 PM CET, an interesting webinar will be held on the topic of “Construction arbitration arbitrators: engineers or lawyers?” with speakers Graham Kenny and Marion Smith KC. This will be an excellent opportunity to discuss together the composition of the arbitral tribunal in construction disputes, a topic that has not yet found a single, definitive answer.

Many events in the near future and even more in the pipeline for next year!

Warm regards,

Roberto Panetta
Chairman of Council, ESCL

SCL Serbia Launch Event

On 5th November 2025, the Society of Construction Law Serbia (SCL Serbia) was officially launched at an event held in Belgrade, marking an important milestone for the regional and European construction law community.

The Launch Event gathered leading experts from Serbia, Bosnia and Hercegovina, France, Italy, Montenegro, Romania, Turkey and UK and included representatives of key stakeholders in the infrastructure and construction sectors. With 93 attendees, the Launch Event achieved an excellent turnout and created a strong foundation for future collaboration.

The Launch Event featured insightful opening remarks from esteemed representatives of the ESCL, SCL France, SCL UK, SCL Romania, and SCL Türkiye, demonstrating the strength of international cooperation within the SCL community.

An engaging panel discussion followed on “The importance of the programme and record-keeping on construction projects”, highlighting essential practices and challenges faced in the industry.

A key moment of the event was the presentation of the Serbian translation of the SCL Delay and Disruption Protocol.
